Italy Strengthens Its Leadership in Open Data

The country continues to advance its open data ecosystem, scoring 94% in the EU’s Open Data Maturity report. Through the PDND platform and major data investments, Italy is building a future-ready digital infrastructure.

Italy stood out as one of Europe’s leading countries for open data maturity, scoring 94% overall—well above the EU27 average of 83%. With strong governance, measurable impact, and high-quality datasets, Italy continues to develop a robust and sustainable open data ecosystem.

Policy and Impact

Italy achieved a 100% score in impact, reflecting a well-established framework for measuring data reuse and real-world benefits. Awareness campaigns are ongoing to promote open data across society, while evidence shows that data-driven innovation is contributing to economic growth and improved public services.

Portal and Data Quality

Italy’s national open data portal scored 86%, offering advanced features such as APIs, metadata filtering, and visualisation tools. Though sustainability and user engagement remain priorities for future improvement, data quality scored a perfect 100%, confirming Italy’s commitment to complete, timely, and standardised publication.

Building National Data Infrastructure

At the core of Italy’s interoperability efforts is the Piattaforma Digitale Nazionale Dati (PDND). By mid-2024, over 6,000 municipalities, all 20 Regions, and hundreds of universities and public bodies had joined, sharing more than 7,800 APIs. Backed by PNRR funds and led by the Department for Digital Transformation, PDND is a major step toward “once-only” data exchange in government.

Sectoral Investments

Italy is scaling data use across sectors:

  • Healthcare – The €200 million Ecosistema Dati Sanitari project will integrate regional health records by 2026.
  • Mobility – The MaaS for Italy initiative (€56.9 million) is building a national open mobility platform.
  • Agriculture – The Agricoltura 4.0 market reached €2.5 billion in 2023, with growing use of data-driven tools.
  • Education – The Portale Unico dei Dati della Scuola and ANIS platforms enable transparent access to school and higher-education data.
