The digital economy is a major engine for the Swedish market. The financial and insurance sectors, powered by open banking, contribute approximately 4.5% to the national GDP. Stockholm is currently the world’s second-most productive startup hub per capita, trailing only Silicon Valley.
National Governance
The Agency for Digital Government (Digg) oversees the country’s data strategy. Key milestones include:
- 2022: The Open Data Act was enacted to make public sector information available for reuse.
- 2026: A national mandate requires 100% open access for all publicly funded research data.
- FAIR Principles: All research data must be Findable, Accessible, Interoperable, and Reusable to receive funding.

Reliable connectivity is the foundation of Sweden’s data ecosystem. The government has set a target for 98% of all households to have access to 1 Gbps broadband by 2026. To support this, SEK 600 million is being invested to integrate Swedish industries into European data spaces and AI development programmes.
Smart Cities and Innovation
Sweden uses real-time data to meet ambitious climate goals.
- Gothenburg: The city operates over 60 active testbeds. These use IoT (Internet of Things) traffic data to achieve a 100% emission-free transport system by 2030.
- Stockholm: The capital uses a “Digital Twin”—a virtual 3D replica of the city—to monitor energy use and improve urban planning.
