The country was recognised as a “Trend Setter” in open data maturity among the 27 EU Member States. With an overall score of 89%, it performs above the EU average of 83%, reflecting a strong and sustained national commitment to open and data-driven public services.
Over the past five years, Portugal has made steady progress, moving from 30th place in 2020 to 15th in 2024. Improvements have been recorded across all four dimensions assessed at EU level: policy, portal, impact and data quality.
Strong Foundations for Open Data
Portugal scores 100% in both policy and portal. This reflects a clear national open data strategy, strong governance, and an advanced national data portal that is user-friendly, sustainable and well maintained.
Data quality is also a key strength, with a 98% score, supported by up-to-date datasets, high completeness and full DCAT-AP compliance. The impact score of 86% shows growing reuse of data and increasing social, economic and public value.
Progress Across European Data Spaces
Portugal is actively involved in several European data space initiatives:
- Health: Through projects such as HealthData@PT, Portugal is advancing towards full integration with the European Health Data Space, enabling cross-border e-prescriptions and secondary use of anonymised health data.
- Energy: Portugal participates in major initiatives such as OMEGA-X and ENERSHARE, with pilot sites testing AI, digital twins and energy data sharing.
- Education and Skills: With the launch of DS4Skills-GO, Portugal contributes to improving skills data interoperability, involving key national institutions and universities.
- Smart Communities: Cities such as Porto and Lisbon are leading pilots in smart mobility, public services and open data, supported by significant EU investment.
