Greece – Open Data and Data Space Initiatives

The country may rank low in open data maturity, but its sector data spaces are rapidly evolving. From mobility and health to energy and tourism, key initiatives are driving real digital transformation across the country.

Overview

While Greece scores 56% in Open Data Maturity assessment—well below the EU average of 83%—the country is rapidly advancing in several sector-specific data space initiatives. These projects show strong momentum in mobility, health, energy, public services, and tourism, even if national open data implementation remains limited.

Mobility: Smart and Green Transport

Greece is actively contributing to the MobiSpaces project, a Horizon Europe initiative developing a European mobility data space.

  • Partners: University of Piraeus, CERTH/ITI, INLECOM
  • Focus: Data governance for smart cities, public transport, and maritime mobility
  • Use cases: Vessel tracking, traffic optimisation, and privacy-preserving analytics

Greece also participates in EMERALDS, which applies real-time urban mobility analytics.

Health: National EHR and EU Integration

The country launched its national Electronic Health Record, MyHealth, in May 2025.

  • Led by: Ministry of Health, Ministry of Digital Governance, IDIKA SA
  • More than 10 public hospitals and multiple primary care providers are already onboarded.

Greece also operates the Gr-HDAB, connecting 20 countries and 40+ institutions, aligning with the future European Health Data Space.

Energy: Towards a European Energy Data Space

Through the Enershare project, Greece contributes to building an EU-wide energy data space.

  • Greek partners: NTUA, DEPA Commercial, DESFA
  • Focus: Data sharing across electricity, gas, and smart homes

Public Services & Tourism

The national platform Gov.gr underpins 1,600+ digital public services and supports secure data exchange across 85+ public bodies.

In tourism, Greece participates in DEPLOYTOUR, with a pilot on Syros Island focusing on cultural heritage and visitor flows.
