Finland Moves Toward a Trusted Data Future

The Nordic country is building momentum in open data and data spaces through strong national platforms and cross-sector collaboration. From health and energy to mobility and public services, the focus is on shaping a trusted and connected data economy.

Finland is making good progress in digital transformation, with a 78% open data maturity score. It ranks just below the EU average but is still seen as a “Fast Tracker”, showing active development.

The country has a strong policy framework (88%) and is putting its plans into action (86% implementation). Its open data portal is widely used (100%) and offers many datasets (93%), though governance and long-term support need improvement.

Open data is already making an impact:

  • Health: The Findata authority supports secure reuse of health data and prepares Finland for EU-wide health data sharing.
  • Mobility: The Fintraffic helps optimize ship arrivals using real-time data.
  • Energy: The Fingrid Datahubcovers all electricity users in Finland, enabling smarter energy services.

Finland is also building data spaces across sectors:

  • 33 initiatives in areas like health, transport, education, and smart cities.
  • The Data Spaces Alliance Finland (since 2024) brings together key players like VTT, Nokia, and Sitra.
  • New tools like DS4Skillsand IDSA-certified connectors are making data sharing more secure and interoperable.
