Barcelona, November 2025 — How can cities make data truly work for society?

The Dutch Metropolitan Innovations (DMI-ecosysteem) introduces the Product Data Exchange (PDX) — a platform that enables organizations to share and reuse data securely, transparently, and at scale. With PDX, cities, companies, and institutions always know who they share data with, under what conditions, and in full compliance with European laws and regulations.

How it works

Behind its simple interface, PDX brings together governance and technology to make data exchange both trustworthy and practical.

Every organization and user is verified through a shared identification and authorization framework, ensuring that only trusted participants can exchange information.

All transactions are automatically checked against governance rules and logged, creating an auditable trail of accountability.

Through its Product and Service Catalogue, PDX connects data providers and users, making datasets discoverable, accessible, and reusable while allowing data to remain safely at its source.

Why it matters for cities

Governments, companies, and research institutions are facing growing challenges in housing, mobility, and climate resilience.

Decisions often depend on fragmented or outdated data. PDX changes that by providing a trusted foundation for integrated decision-making, helping cities combine information from multiple domains such as traffic, energy, and spatial planning to act faster and more effectively.

This foundation also enables federated data sharing, where information can be responsibly reused across organizations without leaving its original source.

A collaborative Dutch approach

PDX has been developed by more than 120 public and private partners within the DMI ecosystem, including the University of Amsterdam, iSHARE, AMS-IX, KPMG, SURF, Luminis, Dexes, and WeCity.

This partnership reflects the Dutch approach to innovation — open, collaborative, and scalable by design.

PDX aligns with international standards for data spaces and is already attracting global attention as a model for secure and transparent data exchange in the urban domain.

“With PDX, we’re creating the conditions for cities to act on trusted, up-to-date information,” said Caspar de Jonge, spokesperson for the Dutch Metropolitan Innovations ecosystem.


 “Data sharing isn’t just a technical challenge — it’s about trust, governance, and collaboration. The Dutch approach shows that when these elements come together, cities can innovate faster and make better decisions for their citizens.”

By embedding trust and accountability into every exchange, PDX strengthens the foundation of the European Data Economy – enabling innovation, competitiveness, and public value built on reliable data.
