Norway is making strong progress in digital transformation, with an 89% open data maturity score, ranking above the EU average and earning the label of a “Fast Tracker.”
Backed by 91% in policy and 100% in governance, Norway has one of Europe’s most solid frameworks for open data. Its national portal is easy to use (88%) and offers high-quality datasets (86%), though there’s room to expand dataset coverage and reuse.

- Space Sector: Home to 138 organisations, Norway’s space industry generates NOK 11.7 billion annually and is ready for increased data sharing.
- Health: Through the Nordic Health Data Spaces project, Norway is collaborating with Sweden and Finland to build cross-border, interoperable health data systems for 1 million+ residents.
- Health Research: The HUNT Study has gathered health data from over 70,000 donors, making it a cornerstone of Norwegian medical research.
- Digital Government: Norway ranks 4th among 33 OECD countries for data-driven public sector performance.
