Germany scores 100% in governance, reflecting a well-structured strategy with defined responsibilities and institutional coordination. Its national open data portal, GovData.de, hosts over 120,000 datasets and earns a 90% score in portal quality, making it highly accessible, usable, and well-organised across key sectors like health, traffic, environment, and technology.
Real-World Impact
With an 82% impact score, Germany’s open data is actively supporting innovation, policy decisions, and everyday services. This is more than just open access, it’s data driving results.
Leading Sectors
Based on GovData’s last report, Germany’s open data strengths are particularly visible in areas like mobility, energy, healthcare, and industry.
- Mobility: Over 14,000 datasets are available, supported by the Mobility Data Space, where cities and companies collaborate. A road safety pilot exchanged 28 million messages.
- Energy: More than 5,700 datasets, with over €1.3 billion in digital investment tied to AI and Gaia-X.
- Healthcare: Around 4,000 datasets contribute to public health management and alignment with the European Health Data Space.
- Manufacturing: Over 21,000 datasets are published. The Catena-X Data Space links 300+ companies to enable digital traceability.
Growing Collaboration
Germany’s open data ecosystem is supported by an increasing number of partnerships. More than 47 sectoral data-sharing initiatives have been identified, helping to foster collaboration between public institutions, private companies, and research organisations.
